NEET 4 Needs – YSS program for a better future
The history of the EEA and Norway Grants covers 25 years of European cooperation. The EEA and Norway Grants are funded by Iceland, Liechtenstein and Norway.
The Grants have two goals:
- to contribute to a more equal Europe, both socially and economically, and
- to strengthen the relations between Iceland, Liechtenstein and Norway, and the 15 Beneficiary States in Europe.
The objective of the Grants is to reduce social and economic disparities and strengthen bilateral relations. This strengthens the internal market, leading to a more prosperous Europe.

The EEA and Norway Grants 2014-2021
A total of €2.8 billion is provided through the same multi-annual programme approach. The funding period has been lengthened from five to seven years. The supported areas remain largely similar to those of the previous funding period. The €34.5 million EEA and Norway Grants Fund for Regional Cooperation and the €65.5 million EEA and Norway Grants Fund for Youth Employment are introduced as new features.

Fund for Youth Employment
The Fund for Youth Employment was established in 2017 to contribute to sustainable and quality youth employment in Europe. Unlike the ordinary programmes funded by Iceland, Liechtenstein and Norway, this Fund has a transnational focus – it helps entities across Europe pooling their efforts to find new ways of reducing youth unemployment. Our Young Service Steward Program is implemented within this Fund.
National Focal Points
All beneficiary countries have a National Focal Point to facilitate the flow of information and participation in programmes at national level.

Results and Projects
The EEA and Norway Grants, through the Fund for Youth Employment, seek to complement existing EU funding on youth employment initiatives, including as well countries and areas that commonly do not receive EU funding.
